Counting only the bad visits makes the arithmetic a lie. Knowing which offices do the job properly is what makes it possible to say which ones do not.
Why this matters
Nobody files a complaint when the trade licence takes an hour and costs the printed fee. Count complaints alone and every office looks equally rotten. Only once the good visits are in the same pool can anyone honestly say how many out of how many.
This is not a complaint. No names, no narrative and no evidence are needed, and nothing here is held against anyone.
