Start a petition

One person’s complaint is easy to ignore. A hundred signatures is not. When people harmed by the same problem sign together, the petition can be sent to the authority above, and one rung higher again if there is no answer.

You are standing in for everyone. One citizen carries the paperwork, but the count behind it belongs to everyone in it. Preparing the case and taking it to the authority is a civic duty done in goodwill, not a personal complaint.
